We are obliged for your favour of the 10th inst., & we communicate its contents to our Senior, Mr.Alderman Samuel, who will doubtless apply to you direct, fixing a time for an appointment for an interview.

In reply to paragraph 2 of your letter, we regret exceedingly to hear that it is proposed to delay granting permission to store in Tanks until the 16th of November, for as we have previously pointed out our steamers destined to trade to Hong Kong are rapidly approaching completion & such delay is very injurious to our interests,
We have reason to hope that the report of the Governor of Hong Kong will probably have reached the Colonial Office by the mail delivered to-day, and we trust that The Marquess of Ripon will, if such report, as we believe is not adverse to the erection of Tanks at the site proposed by us, at once telegraph to His Excellency the Governor of Hong Kong to expedite matters.
In reply to para 3 of your letter, we beg to point out to you that the letters obtained by us merely refuted the arguments advanced by the opponents to the scheme, who referred to the danger at Victoria, Hong Kong, and knowing that their arguments were unsound no attempt was made by them to demonstrate danger from the Tanks themselves, the case they endeavoured to make out being that danger would arise during the discharge of the Tank steamer. This has been so completely demonstrated to be non-existent that we sincerely hope no obstacle will remain to the Colonial Office affording us the prompt aid we require in carrying out the scheme, fraught with great benefit to the inhabitants of Hong Kong & the South of China, and damaging only to an individual firm at present holding a monopoly for the storage of case oil in Hong Kong.
